* Currently, the Deputy Clerk is working on a book of Policies, Procedures, and Rules for operation of town government. Eric Dyer will develop procedures for the use of the new mp3 recorder for filing in the town office of all meetings.

IV. Old Business
A. Parking Letters, Application, and Policy
The Parking Committee has been working on refining the parking letter and application with the Board of Selectmen. A draft of the final document is presented to the Board at todays meeting. A new three-year restriction has been placed on switching of lots between Northeast Harbor and Manset lots. This is to deter year-to-year displacement of residents. The point system makes it possible for year-round residents to secure parking.
The Northeast Harbor lot lease has increased from $33,624.00 in 2007, to $34,700.00 for the 2008 season. There are 261 spaces available in the N.E. Harbor lot. Parking spaces in both the Manset and Northeast Harbor lots will cost $265.00 each for 2008. The application deadline is to be postmarked no later than April 15, 2008 for consideration. One spot per household unit will be assigned, and second spaces are not given out until all residents have received the first parking space. There may be exceptions to this rule which will be determined by the Parking Committee. Signs are to be posted for Manset overnight parking spaces to be easily identified. As in the past, the Manset overnight parking spaces may be reserved by contacting the town office. Overnight parking in the Northeast Harbor lot is still handled by the Mount Desert Police. Chairman Dan Lief and Facilities Supervisor Eric Dyer sign the parking letter.
Selectman Gray has been in contact with the Southwest Harbor Police in regard to the possibility of policing the Manset Parking Lot on a daily basis. The Selectmen are waiting for a response to this request.
In the event that a resident's space is taken by another car, under no circumstances should another resident's space be used. If the resident's space is taken, the resident should park by the office door of the Manset warehouse, and contact the town office immediately for resolve of the situation.
B. TCI Transportation Committee
The Transportation Committee appointments are expected to be finalized at the April Board of Selectmen's Meeting. Selectman Lief passes out some early notes on the process and a list of individuals who have expressed an interest in serving on the committee. Alyson Mayo will be working with the committee taking a leadership role and Eric Dyer will also offer his assistance. Committee Members will consist of the Board of Selectmen, five voter registered residents, and two seasonal residents of the Town. The committee will be expected to prepare a Transportation Plan to be brought to the 2009 Town Meeting for approval. It is suggested by the Selectmen that plan(s) should be ready in 2008 before the budget process begins. Others who are interested in working with the committee will be accepted for help.
Some of the needs that will need to be addressed include thoughts from residents on all the islands, and thoughts on future development (attracting residents), as well as thoughts from residents who would maybe like to see the boat schedule remain the way it is. Some ideas for gathering input from the community are as follows:
Alyson Mayo will work up a timeline for the process, and Eric Dyer will map out the order for the community information gathering process. April 15 through June 01, 2008 is set for the time for information gathering.
